A collaboration between ISO New England and regional stakeholders, this project focused on developing a short-term, interim solution to filling a projected “reliability gap” of megawatt-hours (MWh) of energy that would be needed in the event of colder-than-normal weather during winter 2013/2014. This reliability gap stemmed from fuel-procurement and fuel-supply issues faced by generators in the region—part of the larger challenge being addressed by the Strategic Planning Initiative (SPI).
